Paperwork Reduction Initiative

Purpose

The Paperwork Reduction Initiative was created to support the ADHS/DBHS initiative to streamline and reduce paperwork through a comprehensive assessment of requirements, regulations and forms and development of methods to reduce paperwork within the behavioral health system.

History

The Paperwork Reduction Initiative was launched by the Arizona Division of Behavioral Health Services (DBHS) to examine the impact of administrative paperwork within the publicly funded behavioral health system. Led by a workgroup composed of state, provider, Regional Behavioral Health Authorities (RBHA) and community stakeholders, the Initiative conducted detailed data collection through review of documents and forms and stakeholder interviews. Through this in-depth process, the workgroup also identified areas where streamlining and simplification would potentially be of benefit, even though paperwork concerns were not specifically at the root of these areas.  Two committees were formed: the Statewide Efficiency Committee and the DBHS Efficiency Committee.

Annual Update

DBHS Efficiency Committee

In response to the original Paperwork Reduction Report, DBHS created an internal Efficiency Committee to incorporate the original purpose with a culture of change within the Division. This Committee meets biannually and as needed to address specific efficiency topics within the Division. Ad Hocs are a large part of this committee, primarily used to focus efforts to a specific area allowing for efficiency of time.

Statewide Efficiency Committee

The DBHS Efficiency Committee supports more effective, efficient, and customer-friendly services and provider agency environments by streamlining and reducing paperwork at all levels of the behavioral health system. To accomplish this, the committee has members from the T/RBHAs, providers, stakeholders, community service agencies as well as OBHL, AHCCCS and other involved agencies. The Committee meets bimonthly and as needed to keep current on the dynamically changing behavioral health system.

Subcommittees

The entire system was reviewed in three main categories: Deliverables and Reports; Provider Manual Forms and Intake Paperwork; Process of Monitoring.
