Emergency Medical Services Table 1 Rulemaking

A.R.S. § 36-2205(A) requires the Department to establish protocols governing "medical treatments, procedures, medications and techniques which may be administered or performed by each class of emergency medical technician."   A.R.S. § 36-2205(C) gives the Department exempt rulemaking authority to establish these protocols.

Table 1 in 9 A.C.C. 25, Article 5, contains information about authorizations for administering, monitoring of use, and assisting in patient self-administration for different agents as well as the minimum supply for each agent. The Department has amended Table 1 to group similar categories of some agents together and provide certificate holders with more flexibility in stocking required agents.

The Department solicited comments from stakeholders about the amended Table at the end of November, further revised the Table based on the comments received in November, and again solicited comments. A summary of the comments received and the Department's responses are provided below.

The Department has filed the Notice of Exempt RulemakingPDF for the amended Table 1 with the Office of the Secretary of State, which was published in the Arizona Administrative Register on January 13, 2012. The new rules were effective on January 1, 2012.
