published in the Administrative Register.
Rules are exempt from the
rulemaking requirements in A.R.S § Title 41,
Chapter 6 only if authorized by a specific statute or A.R.S. § 41-1005.
A Notice of Exempt Rulemaking will identify the statutory authority for the
exempt rulemaking.
