You may have to page through other state agency materials to find the Department of Health Services' exempt rulemaking, which begins on the page indicated.
Rules are exempt from the
rulemaking requirements in A.R.S § Title 41,
Chapter 6 only if authorized by a specific statute or A.R.S. § 41-1005.
A Notice of Exempt Rulemaking will identify the statutory authority for the
exempt rulemaking.
