Welcome to the Office of
Administrative Counsel and Rules' (OACR) website. This website is being
provided to inform the public about the functions of this office and staff contact
information.

The
Department’s Administrative Counsel provides
in-house legal support to the Director and Executive Team, acts as liaison
between the Department and the Attorney General’s Office, and acts as the
Department's Privacy Officer. The Office provides oversight of administrative hearing cases, responds to public
records requests, assists in the issuance of director decisions, accepts
service of subpoenas, lawsuits, claims, and complaints, and staffs the
Department's Human Subjects
Review Board.

Office of Administrative Rules is composed of the rules administrator and senior rules analysts.
Rules, five-year-review reports, and substantive policy statements are drafted
by eleven Department of Health Services rules analysts who report to the rules
administrator. Click

Arizona (Proposition 201) Rulemaking - The Department promulgated rules
for Smoke-free Arizona. This link is provided so that you may have
access to the final exempt rules (effective May 1, 2007) and delegation
