| The
Bureau of Health Systems Development (HSD) was established in 1995 and
is the Primary Care Office for the state of Arizona. The Bureau administers
the primary care programs and provides a complementary focus on improving
access to primary health care through primary care workforce recruitment and
retention programs and the designation of medically underserved areas. Our
principal focus is to improve access to primary care, particularly among
vulnerable and underserved populations.
The
Bureau of Health Systems Development is responsible for maintenance of the
primary care statistical profiles, ranking of medically underserved areas
through a primary care index, and designation
of Arizona Medically Underserved Areas as required by ARS §36-2352.
This
Bureau also administers programs that provide services to individuals without
health insurance. These programs include:
Primary Care
Program, Non-Renal Transplant
Medications and the Telemedicine Program.
Most program services are provided by public and private non-profit agencies,
including community health centers, hospitals and county health agencies.
This
Bureau seeks to improve access to primary health care by increasing the number
of primary care providers in rural and medically underserved areas.
Programs include the Arizona Loan Repayment
Program, the National Health Service Corps and the J-1
Visa Waiver Program. These programs provide incentives for primary care
providers (e.g., primary care physicians, nurse practitioners and physician
assistants) to work in rural and/or medically underserved areas. In addition,
this Bureau is responsible for preparing and submitting applications on behalf
of Arizona communities for federal designation as Health
Professional Shortage Areas and Federally Designated
Medically Underserved Areas and Populations.
