The Arizona Medical Marijuana Act called upon ADHS to create a system to govern the medical use of marijuana. This system includes a method for approving, renewing, and revoking the registration of qualifying patients, designated caregivers, non-profit medical marijuana dispensaries, and non-profit medical marijuana dispensary agents. Past milestones in the development of the system as well as upcoming dates are listed below.

Upcoming Dates
- January 23-27, 2012: ADHS will accept petitions for additional debilitating medical conditions.

Past Milestones
- April 14, 2011: ADHS begins to accept applications for qualified patients and caregivers
- March 28, 2011: ADHS published the final Rules that will be used to implement the Act
- January 31, 2011 – February 18, 2011: ADHS accepted public comment on a revised draft of the Rules
- February 14 – 17, 2011: ADHS held 4 public meetings about the draft Rules. The intent of these public meetings was to listen to comments, concerns, and suggestions for improvements or solutions related to the Arizona Medical Marijuana Program draft rules.
- January 31, 2011: ADHS posts official draft Rules for public comment
- December 17, 2010 – January 7, 2011: ADHS received (electronic) public comment on the informal draft rules
- December 17, 2010: ADHS posts an informal draft of the Rules
