The Arizona Department of Health Services will host a town hall-style meeting
May 22 to discuss the future of Maricopa County’s public mental health
system.
Four national experts on mental health will appear at the meeting from 5:30
p.m. to 9 p.m. at the Mountain Preserve Conference Center, 1431 E. Dunlap,
in Phoenix. The meeting is free and open to the public.
“We want to hear directly from the people who are most impacted by Arizona’s
system for providing mental health services in Maricopa County,” said Eddy
Broadway, Deputy Director of the Department of Health Services. “This
discussion will help us identify options as we develop an RFP for the
county’s behavioral health contract.”
About 58,000 persons with mental illnesses are served through the Regional
Behavioral Health Authority in Maricopa County, ValueOptions. The May 22nd
meeting is designed to provide community input into the procurement process,
and to allow residents to share concerns about the behavioral health
contract for Maricopa County.
A panel of national experts will help to identify options. Panelists
include:
- Richard Dougherty, PhD: President of DMA Health Strategies, consulting
with businesses and government agencies for more than 18 years to implement
a variety of strategies designed to manage health systems change and quality
improvement. Dr. Dougherty has published extensively and presented at
numerous national conferences. In 2004 he led the SAMHSA Consumer Directed
Services Initiative. Dr. Dougherty has over 20 years experience in public
and private behavioral health systems consulting and he has successfully
assisted with BH vendor procurements in MA, NY, CA and D.C. He is the former
CFO of Mentor, Inc.
- Lori Ashcraft, PhD, CPRP: Director of META’s Recovery Education Center
in Arizona that promotes recovery principles and practices through training
both staff and consumer s. Dr. Ashcraft has administered mental health
services as the Program Chief for Sacramento County Mental Health and for
Napa State Hospital where she implemented day treatment that had a strong
bio-psycho-social focus. She recently worked for the University of Arizona
teaching psychosocial rehabilitation and managing one of eight SAMHSA funded
employment demonstration program. As a national expert, Dr. Ashcraft
lectures throughout the country on recovery.
- Clarissa Marques, P hD: Consultant with organizations implementing
changes in behavioral health care systems. Dr. Marques was Executive Vice
President and Chief Administrative Officer for Magellan Behavioral Health, a
large managed behavioral health organization providing services to employers
and state governments. Her experience includes clinical, medical, quality
management services, network development, customer service, claims
management and information technology. She has served on the Review
Oversight Committee for the National Committee on Quality Assurance (NCQA)
overseeing the quality of accredited healthcare organizations and as
Chairperson of the Committee on Quality Improvement/Clinical Services,
American Managed Behavioral Healthcare Association.
- Neal Adams, MD, MPH: Director of Special Projects for the California
Institute for Mental Health and former Medical Director for California
Department of Mental Health. Dr. Adams has a broad range of clinical,
quality, program administrative and policy experience. He is also a member
and former President of the American College of Mental Health Administration
(ACMHA) and is actively involved with the Annapolis Coalition on Training
and Education of the Behavioral Health Workforce. He also co-chair of an
ACMHA/SAMHSA workgroup developing a toolkit on implementation of the IOM
Quality Chasm framework for behavioral health.
