Abortion Clinics Rulemaking (Exempt)

On April 15, 2014, Governor Brewer signed HB 2284 (Laws 2014, Ch. 33), which allows the Arizona Department of Health Services (Department) to enter and inspect licensed abortion clinics during business hours if it is determined that there is reasonable cause to believe an abortion clinic is not complying with licensing requirements. HB 2284 was effective on July 24, 2014. The Department revised the rules in the Arizona Administrative Code Title 9, Chapter 10, Article 15 to comply with the requirements in Laws 2014, Chapter 33, effective July 24, 2014.

The Department received an exception from the Governor's rulemaking moratorium, established by Executive Order 2012-03, to conduct this rulemaking.
