Workforce Incentive Programs 

  • Arizona Department of Health Service, office of Health Systems Development, Workforce Programs include: Arizona Loan Repayment, Arizona State 30 J-1 Visa Waiver, Arizona National Interest Waiver and National Health Service Corps.   • Arizona Loan Repayment Program: To provide an incentive for primary care providers and dentists to provide services in the underserved areas of the State. Program funds are used to repay qualifying educational loans in return for primary care service provision in federally designated Health Professional Shortage Areas (HPSAs).

  • Arizona State 30 J-1 Visa Waiver Program: The office supports waivers for primary care physicians (family or general practice, pediatrics, obstetrics/gynecology, and general internal medicine) in federally designated Health Professional Shortage Areas (HPSA), Medically Underserved Areas (MUA), or Medically Underserved Populations (MUP), and for psychiatrists in mental health HPSAs.

  • Arizona National Interest Waiver Program: The federal National Interest Waiver (NIW) program allows certain foreign workers with advanced degrees, including foreign physicians (MDs), or exceptional abilities to work in the United States. Under the federal NIW program, a state health department may support with an attestation letter a request for a national interest waiver for a foreign physician. The foreign physician must agree to provide primary care services full time in a federally designated primary health professional shortage area (HPSA), medically underserved area (MUA), medically underserved population (MUP), or mental health professional shortage area (MHPSA) for an aggregate of five years.

  • National Health Service Corps (NHSC) (of Arizona): It recruits and places health professionals at eligible sites within federally designated HPSAs. NHSC recruits primary care physicians, nurse practitioners, physician assistants, certified nurse-midwives, dentists, dental hygienists, and mental health professionals. These providers serve in community-based systems of care in return for scholarship or loan repayment assistance.

  • The National Health Service Corps (NHSC) is committed to increasing access to primary care services and reducing health disparities for people in health professional shortage areas (HPSAs) by assisting communities through recruitment and retention, site development, practice management, and quality assurance activities.
